Charlotte
a small percentage of children are able to manifest superpowers upon reaching puberty. The story is set at the Hoshinoumi Academy and follows members of the student council as they help other students with problems arising from their abilities. Yū Otosaka uses his power without others knowing, and lives a fairly normal, average school life. However, after he meets a mysterious girl named Nao Tomori, the fate of special power-users will be exposed.

The premise is cool -- superpowers are made more interesting by their limitations, and these have fantastic narrative potential. Unfortunately, the characters are nothing special and the story is just lame.

As another Key Visual Arts TV series written by Jun Maeda expect the tears to start flowing some time. In comparison to Key's other recent works Charlotte's premier didn't feel quite as snappy as Angel Beats (which was also animated by P. A. Works) but so far is probably better directed and animated than Little Busters was (which was done by J. C. Staff in a half-assed manner instead). Whether or not Charlotte will suffer from the same executive meddling that cut Angel Beats from a 26 planned episode series to a 13 episode run remains to be seen.
Series Review (Sep. 26, 2015)
While the series didn't really succumb to executive meddling like I predicted (it was planned to be 13 episodes from the start) unfortunately it suffers perhaps from being *too* ambitious and probably should have been extended into a 26 episode series (the last episode could have served as its own 13 or 26 episode series on its own!). While the series has a somewhat slow buildup up to its halfway point and really picks up around episode 6 it unfortunately throws in too many ideas from left field in the 11th episode and suffers from having way too many ideas that could have been explored either earlier in the series or through a second 13 episode cour. With these changes half of the main cast are sent to the sidelines and hardly have any involvement in the plot during the second half of the show.
Despite these issues though the series still succeeds in dealing a considerable amount of drama in a way that might be easier to relate than that of Angel Beats' earlier half and like Anime News Network notes the love story could have remained solid even if the psychic elements didn't pan out. Overall, while not a stellar effort from Jun Maeda and PA Works the series is still generally enjoyable and I'd give it overall a 7 out of 10. I personally consider the series as quite a bit worse than Angel Beats (and a bit worse than Air TV) but it still edges out the adaptation of Little Busters and Toei's various movies.
